While the Pentagon accepted that 6% of its F-35 fighters could be grounded because of engine non-availability, GAO found the rate is actually 9%, but Pratt & Whitney claims that engine availability has actually improved by 60%, further adding to the confusion surrounding this $1.3 trillion program.
