At a news conference Monday, Charleston Mayor John Tecklenburg said coronavirus numbers are trending in the wrong direction, and it’s time to “double down” on safety precautions by reverting to Phase II. The rollback does not apply to businesses, but the mayor and area health officials stressed caution.
