It's been six weeks since the last court hearing on New Orleans' proposed short-term rental regulations and there's still no ruling, a state of limbo that persists just as Carnival season arrives. The city has stopped all enforcement and is no longer responding to resident complaints, issuing violations or accepting new permit applications. Property owners who want to play by the rules can't get a permit; neighborhood groups don't have a way to report rule-breakers. Ben Myers has this dispatch on the chaos.
One of New Orleans' largest charter school operators is speaking out about Mardi Gras crowds, saying spectators are making it harder for student bands and walking groups to stay safe during parades. City and school officials recently discussed their concerns as parade routes get longer and police staffing gets more difficult. Joni Hess has the details.
