The plan to move Louisiana's worst juvenile offenders to Angola is coming into sharper view. According to testimony at a federal court hearing last week, the worst of the worst could be placed in solitary cells and only be let out for classroom work and counseling. Advocates say Angola is not an appropriate place to hold youngsters, although the youth would be held in an area away from adult offenders.
