More than 80% of Gulf Coast beaches that recently underwent water testing were found to have potentially unsafe levels of fecal bacteria. WEAK BUT FAST: Elsa, downgraded from hurricane to tropical storm, sped toward the Caribbean Sea on Saturday as weather forecasters predicted further weakening en route to the Florida Gulf Coast. BAR WARS: Louisiana lawyers could soon be freed from mandatory membership in the State Bar Association, after a pair of federal court rulings that threaten to weaken the group's influence at the state Capitol.
