Why flood insurance could become unaffordable

The National Flood Insurance program is in the middle of one of the biggest overhauls in decades, and the consequences could be dire for flood-prone Louisiana. Many homeowners will soon find that they're paying twice as much or, in some cases, four times as much to get covered.

But the process for determining whose rates go up and by how much is enormously complicated, to the point where even many people who sell the insurance don't understand it. 


Shifting political winds?

For much of his tenure as governor, Democrat John Bel Edwards has found himself at odds with a Republican-dominated legislature. In many cases, he's been able to stop or water down decisions he disagreed with.

But after legislators overrode his veto of new election maps, some Republicans say they're feeling bolder about stiff-arming the governor. Here's what they're saying, why some people think they're being over-ambitious, and how it all squares with the colorful history of Louisiana politics.
