Black workers have experienced a hostile, racially charged workplace ahead of closure of a Harley-Davidson plant in Kansas City, Mo., according to a complaint by the local branch of the NAACP. New Mexico State University is brainstorming ways to recruit students to become bilingual educators, and one school district in the state is using bonuses and other incentives to attract bilingual teachers. Almost 15% of New Mexico students are English-language learners, and such students make up 41% of the population in one district.
