Former President Donald Trump’s 2022 endorsement of a ban on congressional stock trading brought renewed attention to this issue.

This isn’t a new problem. Back in 2012, Congress passed the Stop Trading on Congressional Knowledge (STOCK) Act, which aimed to curb insider trading by lawmakers. 

The legislation was supposed to ensure that elected officials couldn’t profit from non-public information obtained through their roles. 

In theory, it sounded great. In practice, it has been about as effective as using a screen door to keep water out of a sinking boat.

Beyond the financial impact, the ethical implications are just as troubling.
