Even before the pandemic, households across the country were being crushed by billions of dollars of utility debt as people struggled to afford water, power and internet while paying for food, rent and other essentials.

During the pandemic, these households received some relief from Congress. But with those supports expiring, millions in low-income Black and Brown communities — the same people the crisis has most impacted — will be hit with a tidal wave of debt from utility companies.
