Wiss-Nama Newsletter

WISS-NAMA is the newsletter of the Science and Technology Department of the German Embassy, New Delhi. The title is a combination of a German and an Indian word: WISS, an abbreviation of the German word 'Wissenschaft' (meaning science), and NAMA, a word used in Sanskrit and Persian contexts, standing for 'compendium' or 'handbook'.

Highlights from India and Germany

Lok Sabha passes bill to give more autonomy to IIMs

The 20 Indian Institutes of Management (IIMs) in the country joined the league of ‘Institutes of National Importance’ just as the IITs and AIIMS after the Lok Sabha passed the Indian Institute of Management Bill, 2017 on July 28, 2017. Brought in by Union Human Resource Development Minister Prakash Javadekar in Parliament, the Bill gives B-schools more autonomy and will allow them to grant degrees instead of postgraduate diplomas. Restricting government role in the functioning of these institutes, the bill also gives statutory powers to them in their running, including the appointment of directors and faculty members.

News from Indo-German cooperation

Into the unknown - High altitude research aircraft explores the upper levels of the Asian Monsoon

An international team of scientists led by the Alfred Wegener Institute, Helmholtz Centre for Polar and Marine Research (AWI), is now conducting the first-ever scientific mission to the upper levels of the monsoon system, using a high-altitude research aircraft flying out of Nepal. The results will help to better understand how this important weather system affects global climate and how it may change in the future. High-altitude airplane flights will be complemented by launches of research balloons from ground stations in India, Nepal, Bangladesh, China and Palau. The research project StratoClim (Stratospheric and upper tropospheric processes for better climate predictions) is funded by the European Union. Its goal is to better understand key climate processes in the upper troposphere and in the stratosphere to enable more reliable climate predictions. More than 30 research institutions and universities from 15 mostly European countries coordinated by the Alfred Wegener Institute, Helmholtz Centre for Polar and Marine Research are contributing to the project.

German Research Foundation (DFG) India Office gets new Director

Dr Matthias Kiesselbach started his tenure at the India Office of the German Research Foundation (Deutsche Forschungsgemeinschaft, DFG) from July 2017. As the Office’s new Director, Dr Kiesselbach’s mission is to support Indo-German research cooperation in all the branches of academia. He will work together closely with DFG’s partner organizations – such as the Department of Science and Technology, the Department of Biotechnology, the Indian National Science Academy and many others – and be the point of contact for Indian and German researchers keen on cooperating with one another. Prior to his role in Delhi, Dr Kiesselbach has worked in DFG’s Humanities and Social Sciences division, where he was the representative for the subject of philosophy – a subject in which he has earned his PhD. He has also been active in international cooperation, ranging from trans-Atlantic cooperation to the Asian countries. Dr Kiesselbach has studied Philosophy, Politics and Economics at the Universities of York (UK), Cambridge (UK) and Potsdam (Germany) and has been a postdoctoral researcher in the Universities of Berlin (Germany) and Pittsburgh (U.S.). He is excited to bring his experience in research funding to his new job in Delhi and to represent the German Research Foundation in India – an important partner country with a thriving science landscape.

A Science Circle Lecture on the topic “The International Rule of Law - Yielding under pressure or Good for the Future?” by Prof. Dr. Georg Nolte will be organized by the German Embassy New Delhi in collaboration with the German House for Research and Innovation (DWIH) at the German House, New Delhi on August 29, 2017. Prof. Georg Nolte is currently a professor of International Law at the Humboldt University, Berlin and co-chair of the Berlin Potsdam Research Group “The Internal Rule of Law – Rise or Decline? ”. He is a member of United Nation’s International Law Commission and an associate member of the Institut de Droit International.

Calls for Proposals: Funding Opportunities and Scholarships

Open call for Indo-German Bilateral Workshops

The Indo-German Science and Technology Centre (IGSTC) invites proposals for organizing Indo-German workshops on areas of mutual interest with an aim towards creating platforms for substantive interactions between scientists/researchers from academia and industry. The workshops have to take place in India or Germany and to be designed around a specific research topic out of thematic areas relevant to both DST and BMBF, which includes thematic areas of 2+2 project calls. Persons holding regular positions in public or private non-profit research organisations, institutions of higher education and universities are eligible to apply round the year.

Visiting Advanced Joint Research Faculty Scheme (VAJRA)

Prime Minister Narendra Modi during the 14th Pravasi Bharatiya Divas Convention at Bengaluru on 8th January 2017 had announced the launching of VAJRA (Visiting Advanced Joint Research) Faculty scheme by the Department of Science and Technology which enables Non-Resident Indians (NRIs) and overseas scientific community to participate and contribute to research and development in India. The Science and Engineering Research Board (SERB), a statutory body of the Department has implemented the Scheme. The VAJRA faculty engages in collaborative research in public funded institutions. The Indian collaborator and the overseas faculty will jointly frame a research plan and the application duly endorsed by the Head of the Institution will be submitted online by the Indian collaborator. Public funded academic institutions and national laboratories are eligible to host the VAJRA Faculty. Applications for VAJRA Faculty Scheme can be submitted from July 1, 2017 onwards.

Marie Skłodowska-Curie Individual Fellowships (IF) and European Fellowships (EFs) 

The MSCA-IF aims at supporting the international mobility of researchers through two sub-schemes i.e. the Global Fellowship allowing Europeans to come to India and the European Fellowship for Indians to go to Europe in one of the 28 Member States or in one of the 14 countries associated to Horizon 2020. Since the launch of Horizon 2020, 380 Indian researchers have benefited from MSCA grants. The MSCA provides grants at all stages of researchers' careers, from PhD candidates to highly experienced researchers, and encourages transnational, inter-sectoral and interdisciplinary mobility. The MSCA is the main EU programme for doctoral training, funding 25,000 PhDs. The call is open to young & experienced researchers of any nationality, i.e. researchers holding a doctoral degree or at least four years’ full-time research experience by the time of the call deadline.

Fellowship in climate research at International Max Planck Research School on Earth System Modelling

The International Max Planck Research School on Earth System Modelling (IMPRS-ESM), in Hamburg, offers fellowships to outstanding students interested in interdisciplinary climate research. Emphasizing the physical system, the School encompasses the broader field of Earth sciences, including economics and social sciences. The PhD program is open to applicants holding a Master’s degree (with written thesis) in physics, geophysical sciences including meteorology and oceanography, chemistry, ecology, mathematics, computer science, engineering, economics, or political science. Also students currently still working on their MSc thesis are encouraged to apply.

PhD program at International Max Planck Research School for Global Biogeochemical Cycles

In cooperation with the Friedrich Schiller University Jena, the Max Planck Institute for Biogeochemistry offers a unique and flexible research program that grants German and foreign students a broad selection of learning opportunities while still maintaining a research focus. The IMPRS-gBGC offers a fully funded PhD program specializing in global biogeochemistry and related Earth System sciences. Applicants must hold or are about to receive a Master of Science or equivalent degree in Natural Sciences.

DAAD Call for Applications: Bilateral Exchange of Academics

To improve international relations and bilateral research cooperations between German and foreign universities, the DAAD supports exchanges of scientists and academics from partner countries. The basis of these exchanges is cultural exchange programmes and bilateral agreements with foreign partner organisations. Applications are invited from foreign academics and scientists who have usually completed a doctoral degree and work at a university or research institute in their home country. Based on bilateral MoUs with partner organizations in India the exchange of faculty is only possible for scientists and faculty at research institutes of the Council of Scientific and Industrial Research (CSIR), universities under the responsibility of the University Grants Commission (UGC) and the Indian Institutes of Technology (IITs).

EU Call for Propasals - ERASMUS+ Programme 

Numerous Call for Proposals have been announced under the Erasmus+ Programme, the European Union programme for education, training, youth and sport as well as on the 2016 and 2017 Erasmus+ annual work programmes. The Erasmus+ programme covers the period 2014 to 2020. Any public or private body active in the fields of education, training, youth and sport may apply for funding within this programme. In addition, groups of young people who are active in youth work, but not necessarily in the context of a youth organisation, may apply to learn mobility of young people and youth workers as well as for strategic partnerships in the field of youth. Under the ERASMUS+ programme there are a definite number of calls for proposals having different deadlines till October 2017.

The International Max Planck Research School (IMPRS) for Astronomy & Astrophysics is a joint doctoral program between the Max Planck Institute for Radioastronomy (Bonn) and the Universities of Bonn and Cologne. Students with a master’s degree or equivalent or about to finish a master’s in Astrophysics are eligible to apply for this program.

The Indian Institute of Science Education and Research (IISER) Mohali envisions a new generation of scientists dedicated to the pursuit of knowledge in frontier areas of basic sciences. This research-intensive institute offers courses at undergraduate, postgraduate and PhD levels. It welcomes a wide spectrum of disciplines providing the students with a platform for interdisciplinary research which also helps them keep in view the sociological relevance of science education and research. IISER Mohali also has ongoing research projects funded by Max Planck Society. It promotes relationships with overseas universities and institutions and helps to define the scope of these relations through appropriate MoUs.
