Coming up on  Morning Edition: Incentive packages for Minneapolis police are a hot topic these days. The mayor and chief of police say they are needed to help bolster the ranks of the department, which have been significantly declining in numbers since 2020. Meanwhile, the city council recently  blocked $15 million in incentives for police — essentially saying they wanted to find other ways to spend the money to keep the community safe. President of the Minneapolis Police Federation Sherral Schmidt joins MPR News host Cathy Wurzer to talk about it.

Coming up at 9 a.m.:  Karen and Hmong parents in Minnesota say they are increasingly alarmed by the substance abuse they see in their communities’ youth. Opioids are the largest problem, specifically the the deadly drug fentanyl. MPR News partnered with Sahan Journal to talk about this painful topic at a special North Star Journey Live event in mid November. Teacher contract deals remain elusive in most Minnesota districts

Thousands of teachers across Minnesota held solidarity rallies last week to call attention to a contract negotiation process that, in many places, is taking longer than usual to resolve.

Typically at this point in the negotiations cycle, about a third of Minnesota's more than 330 public school districts would have settled contracts with their licensed staff. This year, only about a quarter have reached agreement, according to Education Minnesota, the statewide teachers union.
 
Minnesota seeing historic levels of hunger ahead of holiday season

Food shelves across the state say they expect to serve more people than ever before this year due to a combination of inflation and pandemic-era safety nets drying up. 

It is unclear if this unprecedented level of hunger will become the new normal in Minnesota. Minnesotans made 5,505,100 visits to food shelves in 2022, a record high, and nearly 2 million more than 2021, according to Hunger Solutions Minnesota. This year, the number may top 7 million.
 
What else we're watching:

How much are you spending on Thanksgiving dinner? This year's prices are breaking records. It is the second-most expensive Thanksgiving meal in the American Farm Bureau Federation's 38-year survey history, with the average cost of the classic feast for 10 coming in at $61.17, or $6.20 per person.

Joe Mauer among 12 newcomers on the ballot for baseball's Hall of Fame.  Mauer, a six-time All-Star, three-time Gold Glove winner and the 2009 AL MVP, is the only catcher to win three batting titles. He is among 12 new candidates on the Hall of Fame ballot released Monday.

St. Paul Hmong New Year celebration preserves Hmong culture for the future. Thousands will gather for the two-day celebration this weekend at the St. Paul RiverCentre. This weekend will mark the 43rd year of the event in St. Paul.

Fairview plans end to current partnership with University of Minnesota. The partnership will run through the end of 2026. It was set to automatically renew for another decade; both parties had until Dec. 31 of this year to notify the other if they did not want that renewal to go forward.

Smith Foundry faces scrutiny after inspection finds violations, activists pressure state to step in. An iron foundry in south Minneapolis is facing scrutiny after a federal inspection in May found violations of both federal and state pollution regulations. Now, local activists and neighbors are pressuring state and federal regulators to step in.
