Encampment cleared: The city closed a second homeless encampment this morning, keeping to Mayor LaToya Cantrell’s timeline to clear it before this weekend’s Mardi Gras celebrations. More than 70 people have been placed in subsidized apartments, Sophie Kasakove reports. Crowd favorite: There were 200,000 votes cast in NOLA.com’s recent favorite parade bracket.
