Highlights from October Member State Committee meeting In its October meeting, the Member State Committee agreed to identify triphenyl phosphate as a substance of very high concern because of its endocrine disrupting properties in the environment. The substance will be added to the Candidate List in early November 2024.
The committee also unanimously approved an alternative method, the non-vertebrate Hyalella Azteca test, HYBIT, to be used as the standard information requirement under REACH, where applicable. Using the test as the default is another step towards reducing testing on vertebrate animals. |

CLP
Council adopts regulation on classification, labelling and packaging The Council of the European Union adopted a regulation on the classification, labelling and packaging of chemical substances (CLP) on 14 October 2024.
After the Presidents of the European Parliament and the Council have signed it, the new CLP Regulation will be published in the Official Journal of the European Union and will enter into force 20 days later.
The revision clarifies the rules on labelling chemical substances and ensures a higher level of protection against chemical hazards. New intentions and proposals to harmonise classification and labelling Five intentions have been submitted for: Reaction products of 2,2-dimethyl-3-(morpholin-4-yl)propanal and propylidynetrimethanol, propoxylated, reaction products with ammonia (List no 700-879-7*, CAS -);Di(morpholin-4-yl) disulphide (EC 203-103-0, CAS 103-34-4);N-[3-({[2,2-dimethyl-3-(morpholin-4-yl)propylidene]amino}methyl)-3,5,5-trimethylcyclohexyl]-2,2-dimethyl-3-(morpholin-4-yl)propan-1-imine (EC -, CAS 1217271-02-7);N,N'-hexane-1,6-diylbis[2,2-dimethyl-3-(morpholin-4-yl)propan-1-imine] (EC -, CAS 1217271-49-2); and4-morpholinecarbaldehyde (EC 224-518-3, CAS 4394-85-8).*List number, assigned by ECHA, is exceptionally given to help find this substance in the Registry of Intentions. List numbers have no legal significance and should not be used in safety data sheets as substance identifiers.

Nanopinion on environmental safety of nanocellulose In the latest Nanopinion, researchers Ilaria Corsi and Carlo Punta explore the environmental safety of nanocellulose.
Despite its eco-friendly origins, its nanoscale properties raise concerns related to potential risks to marine life. The study investigates two types of cellulose nanofibers – non-oxidized (CNF) and TEMPO-mediated oxidized (TOCNF) – using marine mussels as model species. Survey on carbon-based nanomaterials and analytical methods The European Observatory for Nanomaterials (EUON), in collaboration with NovaMechanics, is conducting a survey to gather insights on analytical methods for identifying, characterising and quantifying carbon-based nanomaterials in various matrices.
