Guten Morgen, es vergeht kein Tag in Berlin, ohne dass Radfahrer Opfer von Autofahrern werden – nach dem immer gleichen Muster: Entweder passiert es beim Abbiegen oder beim Türöffnen. Jetzt traf es eine Fünfzehnjährige auf der Baseler Straße in Lichterfelde: Ein Mercedesfahrer riss rücksichtslos seine Tür auf und verletzte das Mädchen schwer – oder, in der Sprache der Polizei: „erfasste“ sie. Konkretes, individuelles Fehlverhalten kann die Politik nicht verhindern – aber die strukturellen Mängel im Straßenverkehr sind so offensichtlich wie tödlich: In diesem Jahr starben bereits doppelt so viele Radfahrer nach Unfällen wie im gesamten vergangenen Jahr (CP v. 22.8.). Und das Gefahrenbewusstsein, das einen Autofahrer dann vielleicht doch vor dem Öffnen der Tür oder dem Rechtsabbiegen genauer nach hinten schauen lässt, wächst mit einer erkennbar veränderten Infrastruktur – oder eben auch nicht. Und das Verständnis von Autofahrern für das Fahrverhalten von Radfahrern wächst mit der Erkenntnis, wie lebensnotwendig Abstand ist: aus Sicht des Autofahrers beim Überholen, aus Sicht des Radfahrers beim Passieren parkender Wagen. Denken Sie beim nächsten Mal daran, bevor Sie drängeln oder hupen: Die Radfahrerin vor Ihnen fährt nicht so weit links Richtung Straßenmitte, weil sie Sie provozieren will, sondern weil sie zu Recht Angst davor hat, plötzlich von einer Tür zu Boden gerissen zu werden – alle fünf Meter wieder. Und wie steht’s mit der Infrastruktur in Berlin, fast vier Jahre nach der Wahl von Rot-Rot-Grün und mehr als zwei Jahre nach der Verabschiedung des Mobilitätsgesetzes? + An allen Hauptverkehrsstraßen sollen breite Radverkehrsanlagen mit sicherem Abstand zu parkenden Pkw eingerichtet werden – von 1500 km sind gerade mal 100 fertig (ein Viertel davon provisorisch). + 120 km Radwege sollen grün werden – geschafft wurden gerade mal 30. + Ein zentrales Mängelregister sollte innerhalb von zwei Jahren entstehen, um Schäden an Radwegen und besonders gefährliche Passagen „möglichst unverzüglich“, jedenfalls aber „innerhalb von sechs Monaten“ beseitigen zu können – es gibt das Register bis heute nicht. + Ein Radverkehrsplan sollte ebenfalls innerhalb von zwei Jahren nach Inkrafttreten des Gesetzes vorliegen – er ist bis heute nicht da. + 130 km Radschnellverbindungen sollen geschaffen werden – doch noch nicht einmal die Planungen haben begonnen, als Baubeginn wird jetzt 2022 genannte, jedenfalls „nicht früher“. Als Benjamin Konietzny von n-tv am vergangenen Mittwoch die Verkehrsverwaltung um eine Stellungnahme zum Stand der Dinge bat, bekam er bis Freitagnachmittag keine Antwort – sein Beitrag („Wie die Verkehrswende der Grünen scheitert“) erschien auch so (wenn auch mit kleineren Mängeln – es sei denn, der SPD-Abgeordnete Kohlmeier hat einen Doppelgänger mit dem Namen Kohlmann). Dem Tagesspiegel sagte Verkehrssenatorin Regine Günther, dass sie nicht glaubt, dass sich Berlin zu langsam verändert:„Was wir noch nicht geschafft haben, ist der vollständige Umbau einer Stadt, deren Verkehrspolitik in den vergangenen 70 Jahren auf die Privilegierung von Autos ausgerichtet war.“ Günther kündigte für den Herbst das Konzept zum Umbau der Straße Unter den Linden an: „Gehen Sie davon aus, dass der Fußverkehr, der Radverkehr und der ÖPNV genug Raum erhalten.“ Das ganze Interview können Sie hier lesen. | |||||

So träge, wie die Spree durch die Stadt fließt,informierten die Verantwortlichen der Wasserbetriebe bisher auch über gefährliche Sicherheitslücken in ihrem Betrieb – viele Details treiben bis heute im Trüben. Doch langsam klärt sich der Ablauf des Geschehens. Am 28. Juli erfuhr die Öffentlichkeit durch eine Tagesspiegel-Recherche von einem 82-seitigen, alarmierenden Gutachten, in dem eklatante Mängel aufgezeigt wurden. Mehr als 30 Schwachstellen bei der IT-Sicherheit erkannten die Prüfer von Alpha Strike Labs, die „aktuelle Gefährdungslage“ durch mögliche Manipulationen oder Anschläge bewerteten sie als „hoch“. Doch seit wann lag das Gutachten vor? Warum wurde das Parlament nicht informiert? Was wusste der Senat? Und wie erfuhr die Wirtschaftssenatorin und BWB-Aufsichtsratsvorsitzende Ramona Pop von dem Bericht, in dem vor einem „schwerwiegenden Angriff“ auf die IT und einem „mehrwöchigen Zusammenbruch der Abwasserentsorgung Berlins“ gewarnt wird? Wasserbetriebe und Wirtschaftssenatorin hielten sich nach der Enthüllung bedeckt, konkret wurde nach einigem Zögern nur ein Datum genannt: Der Aufsichtsrat, dem auch Finanzsenator Matthias Kollatz und Umweltstaatssekretär Stefan Tidow angehören, ist seit dem 17. Juni über Mängel, Gefährdungslage und Gegenmaßnamen im Bild. Doch nach Checkpoint-Informationen wusste die Aufsichtsratsvorsitzende Ramona Pop weit früher Bescheid: Der Vorstand der Wasserbetriebe informierte die Senatorin über die katastrophalen Testergebnisse bereits am 5. Juni bei einer Telefonkonferenz – und damit drei Tage vor dem Personalausschuss sowie zwölf Tage vor dem Rest des Gremiums. Somit lässt sich jetzt auch rekonstruieren, wie lange der Vorstand der Wasserbetriebe die Gefährdungslage, die zu Krankheitsausbrüchen und Seuchen in der ganzen Stadt hätte führen können, vor der Senatorin verschwieg: Der Abschlussbericht von Alpha Strike Labs wurde den Wasserbetrieben nach Checkpoint-Informationen am 25. Mai übermittelt – zwölf Tage ließ BWB-Chef Jörg Simon also verstreichen, bevor er zum Telefon griff. In einer noch unveröffentlichten Antwort auf Fragen des CDU-Abgeordneten Florian Graf schreibt Staatssekretär Christian Rickerts, die Sicherheitsmängel seien den Wasserbetrieben „nicht in dem dort beschriebenen Umfang bekannt gewesen“ – in welchem dann, bleibt offen. Die in dem Bericht dargestellten Szenarien sind nach Angaben der Wasserbetriebe zwar „nicht mehr möglich“, wie es zu den eklatanten Mängeln kommen konnte, ist allerding ebenfalls weiter unklar: „Die Analyse laufe und sei noch nicht abgeschlossen“, schreibt Rickerts unter Bezugnahme auf eine Auskunft der BWB. Die Frage, ob die Analyse mit der Wirtschaftsverwaltung abgesprochen war, beantwortet der Staatssekretär mit einem Wort: „Nein.“ CDU-Mann Graf sagte dem Checkpoint gestern Abend zu den Erkenntnissen über den zeitlichen Ablauf und den Antworten der Verwaltung auf seine Fragen: „Das ist eine klare Pflichtverletzung von Frau Pop. Als Verantwortliche hat sie nicht nur das Recht, sondern auch die Pflicht zum sofortigen Handeln. Schließlich geht es hier um den Betrieb kritischer Infrastruktur. Wer hier Sicherheitslücken auf die leichte Schulter nimmt, handelt absolut verantwortungslos.“ Was an Rickerts Antworten auffällt, ist ein demonstrativer, jedenfalls übertriebener Gebrauch des Konjunktivs – ein Beispiel: „Nach Angaben der BWB sei…“. Eine klare Distanzierung. Bereits im Vorspann weist Pops Staatssekretär darauf hin, dass die Antworten auf Angaben der BWB beruhten, erstellt „in eigener Verantwortung“. Zuletzt hatte sich so die Senatskanzlei bei Anfragen zum BER abgesichert – bis an der FBB-Spitze Karsten Mühlenfeld gegen Engelbert Lütke Daldrup ausgetauscht wurde. Epilog: Am 8. August, elf Tage nach Enthüllung der dramtischen Sicherheitsmängel, kündigte BWB-Chef Jörg Simon in der „Morgenpost“ seinen Abgang an: „Nach 20 Jahren ist es ganz gut, nochmal etwas anderes zu machen“ – mit der aktuellen Politik habe seine Entscheidung nichts zu tun. | |||||
