Guten Morgen, Berlin wird immer voller, und die Abschottungstendenzen wachsen - auch in der Politik, die ein „Wir“-Gefühl kultiviert: Wir gegen den Rest der Welt, die auch etwas abhaben will von „unserer“ Stadt, sei es als Neuberliner oder Touristin. Von Willkommenskultur ist keine Rede mehr, lieber wird über Zuzugssperren fantasiert, über eine „Rückeroberung“ der Stadt durch die „Locals“, über den Verzicht auf Eigenwerbung. Ein Eindruck, der sich zunehmend verbreitet: Berlin ist sich selbst genug, die Hauptstadt der Freiheit grenzt sich ab. Die Wohnungs(bau)politik ist Teil dieser Entwicklung, ob zufällig oder absichtlich mögen die Koalitionäre unter sich ausmachen. Unsere Kolumnistin Hatice Akyün schreibt dazu heute im Tagesspiegel: „Langsam glaube ich, dass es einen Grund dafür gibt, warum der rot-rot-grüne Senat den Wohnungsmarkt ins Chaos stürzt: Wenn erstmal alle, die es sich nicht leisten können wegziehen oder ihr Eigentum verkaufen müssen, ist es in Berlin schön ruhig. Man bleibt unter sich und niemand nervt mehr.“ Im Verwaltungsbereich „Bauen und Planen“ gehen übrigens in den kommenden fünf Jahren fast die Hälfte der Beschäftigten in den Ruhestand, das begrenzt das Wachstum der Stadt von alleine – wenn die Stellen überhaupt nachbesetzt werden können, dauert das jeweils mindestens vier Monate. Einer, der für das quirlige, wachsende, offene und deshalb zuweilen auch nervige Berlin steht, ist Burkhard Kieker, seit zehn Jahren an der Spitze der offiziellen Stadtmarketing-Gesellschaft „visitBerlin“. Mit ihm habe ich über Zustand und Zukunft, Bewohner und Besucher der Stadt gesprochen, „die verdammt ist, immerfort zu werden und niemals zu sein“ (Karl Scheffler, 1910) – einige Auszüge: „Manche Leute würden Berlin gerne einfrieren wie einen Fisch auf dem Buffet.“ „Eine Großstadt kann nicht unter sich bleiben, eine Großstadt muss teilen.“ „Berlin gehört zuerst den Locals. Aber wir sollten nicht so wahnsinnig sein zu meinen, alles was hier zu sehen und zu erleben ist, sei nur für uns Berliner entstanden.“ „Tourismus ist die größte Form von Kulturaustausch.
