| Guten Morgen, wir beginnen diesen schönen Frühlingstag bei steigenden Temperaturen und sinkenden Inzidenzen (beides in Berlin zur Wochenmitte voraussichtlich bei 25) mit einer kuriosen Fortsetzung der Mail-Pannenserie in der Gesundheitsverwaltung (CP v. 29.5.) – Titel der heutigen Doppelfolge (Teil 3 und 4): „Erst hatten sie kein Glück, und dann kam auch noch Pech dazu“ (im Original von Jürgen „Kobra“ Wegmann). Was bisher geschah: Die Verwaltung verschickte in der Nacht zum vergangenen Freitag an 3000 Berlinerinnen und Berliner eine falsche Impfterminabsage („Änderung“), korrigierte sich einmal („Klarstellung der Änderung“) und dann gleich noch einmal („Rückruf der Klarstellung der Änderung“). Heute lesen wir die Mail mit dem Betreff „Klarstellung der Änderung“ mal bis ganz unten durch – und was sehen wir da? Die Verwaltung hat doch tatsächlich den kompletten internen Mailvorlauf mitverschickt! Aber der Reihe nach… Erste Szene (Freitag, 14.10 Uhr): Staatssekretär Martin Matz informiert einen Ralph N. darüber, dass die Senatorin „unseren Ansatz“ teilt, den Betroffenen noch eine Mail zu schicken, „in der wir uns für die Missverständlichkeit der ersten Mail entschuldigen“. Und weiter („jetzt neu“): „Die Senatorin möchte die Formulierung dieser Mail sehen und freigeben, bevor sie verschickt wird.“ Ok, wer ist Ralph N.? Seine Mailadresse verweist auf das „IMTB“ („Informationen, Menschen und Technik in Bewegung“), nach eigenen Angaben „eine der führenden eGovernment-Beratungen in Deutschland“. Ein Digitalisierungsspezialist also – mit Mails sollte er sich auskennen. Zweite Szene (Freitag, 16.25 Uhr): Ralph N. sendet dem Staatssekretär („Lieber Herr Matz“) „den Entwurf der E-Mail, die wir den Menschen senden wollen, die (…) die Vorabinformation als Absage missinterpretieren könnten“. Mit im Verteiler: Weitere MA der Verwaltung sowie eine Mitarbeiterin des Buchungsportals „Doctolib“ (das hier später noch eine Rolle spielen wird). Dritte Szene (Freitag, 19.34 Uhr): Eine Leitende Mitarbeiterin der Verwaltung (die Namen sind dem Checkpoint bekannt) schreibt: „Lieber Ralph, die Senatorin findet den Entwurf gut, lediglich der letzte Halbsatz soll gelöscht werden. Ich habe deinen Entwurf unten angepasst.“ Ok, das schauen wir uns doch nochmal genauer an. Im Entwurf stand es so: „Wir entschuldigen uns für eventuell entstandene Missverständnisse und die durch die Änderungen entstehenden Unannehmlichkeiten!“ In der Mail, die um 20.02 Uhr an die Betroffenen rausging (und um 20.12 Uhr als „Rückruf: Klarstellung“ wieder kassiert wurde) war weisungsgemäß nach „Missverständnisse“ Schluss – für die „Unannehmlichkeiten“, u.a. wegen der falschen Mail verpasste Impftermine, sollte und wollte die Verwaltung also nicht verantwortlich sein (und sich dementsprechend genau dafür auch nicht entschuldigen). Genau so stand es dann auch in der vierten Mail, die nach dem Rückruf verschickt wurde – dann allerdings ohne den internen Mailverkehr. So, Sie denken, das war’s? Wäre ja auch eigentlich genug. Aber nein, das war’s natürlich noch lange nicht. Und so geht die Geschichte weiter… Vierte Szene (Sonnabendmittag): Bei den ersten Betroffenen des Wirrwarrs geht eine Mail des Buchungsportals „Doctolib“ ein, darin die Information: „Ihr Termin musste vorschoben werden.“ Doch als die Impfwilligen den neuen Termin als Kalendereintrag öffnen, zeigt sich: Der Termin ist derselbe, Tag und Uhrzeit sind exakt so wie zuvor. Als Ort wird angegeben: „Impfzentrum Erika-Hess-Eisstadion“. Adresse: „Flughafen Tegel, 13627 Berlin“. Dass der Name der früheren Weddinger Bürgermeisterin Erika Heß falsch geschrieben wurde, ist hier nur das kleinste Problem. | |
