The issues with Michigan's infrastructure include not only our crumbling roadways, but our aging water systems. Of course, Flint is the glaring example of a worst case scenario - not only for Michigan, but the entire country. (We still are not sure if those living outside that community grasp that many residents there continue to use bottled water for all their water needs.)
