Amid a wave of carjackings and violence, New Orleans Police Superintendent Shaun Ferguson blames the rest of the criminal justice system for failing to hold offenders accountable. District Attorney Jason Williams, however, bemoans what he calls a low clearance rate by the Police Department. The tension built as the two officials were scheduled for a grilling by the City Council: Ferguson on Thursday and Williams on Monday. Meanwhile, a woman was shot dead on Interstate 10.
